Chilling Howl Chilling Howl is a Wolfman fear/control debuff. Available Wolfman level 20 Usage howl <target> Cost 50 move How It Works You bellow a killing howl at one target. If the target is not already affected, the howl makes them less effective for a short time. Effects - Lowers the target's hitroll. - Lowers the target's damroll by roughly 10 percent of its damroll. - Lowers the target's dodgeroll. - Mastery adds a small duration bonus.
